Hotfix for 12.0.1.0, a direct update from every previous version is possible

Fixes Problems with:
 - Missing license at the start of GT Starter
 - Projects sporadically become invalid when PSF key synchronization is active
 - Missing evaluation of the gts_ options: gts_is_read_only_base_lic, gts_auto_activate_base_lic, gts_requires_base_lic
 - Personal configuration is not read when it is located in %GTS_USER_LW%
